What happened
Suojaan / Shelter 2026 was held on 2–3 September 2026 at Savilahti Luola in Kuopio. The official city material says more than 2,000 participants from authorities, educational institutions, volunteer organisations, businesses and other partners took part.
Why it matters
The exercise tested the protection of a large population as well as leadership, shared situational awareness, communications and cooperation under disruption. That makes it a useful public example of civil defence as a system — not only a shelter structure.
The facility
Luola is a dual-use underground sports and events facility that can be converted into a civil-defence shelter for approximately 7,000 people. The event also produced material for future training and a digital simulation environment.
