The large-scale Suojaan / Shelter 2026 exercise took place at Savilahti Luola in Kuopio on 2–3 September 2026 with more than 2,000 participants. Luola can serve as a civil-defence shelter for about 7,000 people. The City of Kuopio describes the exercise as exceptional in scale; AP reported it as Europe’s largest civil-defence exercise since World War II.
