01 — The framework
The current Rescue Act 379/2011 includes civil-defence shelters in Chapter 11. Section 71 sets a general construction threshold of 1,200 m² for buildings used for living, working or permanent occupancy, and 1,500 m² for industrial, production, storage and assembly buildings, subject to the conditions and exceptions in the Act.
02 — Technical topics
Decree 506/2011 is especially useful for understanding the system scope. Its structure covers shelter spaces, airlocks, toilets, pressure loads, vibration and other loads, ventilation, water and sewer arrangements, electricity, communications, maintenance and penetrations.
03 — Equipment layer
Decree 409/2011 addresses requirements for civil-defence shelter devices and equipment, including product information, marking, operating/maintenance/installation instructions and product requirements. This matters commercially because component compliance and documentation are part of the product — not an afterthought.
04 — Technical-commercial meaning
A shelter project sits at the intersection of regulation, building design, approved or compliant products, technical product data, procurement, installation and lifecycle readiness. A technical-commercial role becomes valuable when it keeps those interfaces traceable and understandable.
